What Is an IEC Code and Why Is It Legally Mandatory?

The Import Export Code (IEC) is a 10-digit, PAN-based identifier issued by the Directorate General of Foreign Trade (DGFT) under Section 7 of the Foreign Trade (Development & Regulation) Act, 1992.

No person or entity in India can legally import or export goods or services without a valid IEC. Without it, customs clearance is blocked, foreign currency remittances cannot be received, and export promotion benefits from DGFT are inaccessible.

The IEC functions as your business's single identity across DGFT, Customs, and banking systems — and it is the foundational prerequisite for every subsequent export registration, including APEDA RCMC registration. Under the Foreign Trade Policy (FTP) 2023 and Handbook of Procedures (HBP) 2023, the IEC is governed by Para 2.05, which also mandates annual confirmation between April and June each year. If this update is not completed within the window, the IEC is automatically deactivated — and all import and export activity halts until re-activation is processed.

The DGFT portal application process — Form ANF-2A — appears straightforward but requires precise alignment between your PAN, GST details, bank account, and business constitution documents. A mismatch in any field generates a deficiency notice, adding days or weeks to the issuance timeline. We manage the entire IEC application process on your behalf, verifying every document before submission to ensure your code is issued without unnecessary back-and-forth.

Is an IEC Code Mandatory for Your Food Business?

An IEC code is legally required for every Indian business or individual engaged in the commercial import or export of goods or services — regardless of business size, legal structure, or annual turnover. For food businesses specifically, the obligation is non-negotiable across the entire supply chain.

Food Exporters
Spice merchants, packaged food, dairy, beverages
Food Importers
Ingredients, equipment, finished goods from abroad
E-Commerce & Chains
International sellers, catering with import arrangements

Gujarat-based businesses are particularly active in food exports to the United States, the Middle East, and Southeast Asian markets. For them, the IEC is also the first regulatory requirement before obtaining USFDA registration for food exports to the US or Spices Board RCMC for spice exports — making early and accurate IEC issuance a strategic priority, not just a compliance checkbox.

A small number of exclusions exist: personal imports or exports not intended for commercial resale, and transactions by government departments for departmental use. For all commercial food businesses — whether you run a factory, a packaged food brand, an import-dependent distribution operation, or an export-oriented processing unit — an IEC is mandatory across the entire food industry value chain.

What Happens If You Export or Import Without a Valid IEC Code?

Operating without a valid IEC code is a direct violation of Section 7 of the Foreign Trade Act, 1992. Customs can detain or confiscate goods under Sections 111 or 113 of the Customs Act, 1962:

₹20,000/day

Demurrage at Mundra & major ports — per container, accumulating from day one of detention

🔒

Shipment Detention & Confiscation

Customs authorities at Mundra, JNPT, and air cargo terminals can detain or confiscate goods. For food exporters, perishable goods detained at port often cannot be cleared before spoilage — the entire consignment is lost.

⚠️

IEC Suspension = All Trade Halts

DGFT holds authority to suspend or cancel an IEC for non-compliance. A cancelled IEC stops all import and export activity until formal reinstatement — a process that typically takes several weeks.

These are entirely preventable outcomes. We've helped 4500+ businesses across Gujarat and India stay fully protected — without disruption.

How We Handle Your IEC Code Registration — Step by Step

End-to-end. No confusion, no surprises.

01

Compliance Assessment and Eligibility Review

Every engagement begins with a review of your business profile: legal constitution, PAN status, GST registration, existing export intentions, and applicable categories. We explain every step before we begin, so there are no surprises and you know exactly what to expect. For businesses that also require APEDA RCMC or Spices Board registration, we align the IEC application to serve as the correct foundation for subsequent registrations.

02

Document Preparation and Verification

We collect all required documents — including your PAN card, GST certificate, bank account details, business address proof, and constitution-specific documentation (for proprietorships, partnerships, or companies). Every document is cross-verified for accuracy and consistency before anything is submitted. A bank certificate for IEC code confirmation is verified against your provided bank details to prevent mismatches on the DGFT portal.

03

Application Filing on the DGFT Portal

We complete and submit Form ANF-2A on your behalf on the official DGFT portal (dgft.gov.in). The IEC code apply process is managed entirely by our team — you do not need to navigate the portal yourself. All digital signatures, DSC requirements (where applicable), and government fee payments of approx ₹500 are coordinated by us.

04

Follow-Up, Tracking, and Authority Liaison

After submission, we track the application status on the DGFT system and address any deficiency notices or queries from the regional DGFT office promptly. In our experience working with Gujarat-based food exporters, most deficiency notices arise from address mismatches or GST record discrepancies — issues we proactively check before submission. You receive status updates at every stage, so you are never left guessing.

05

Delivery, Annual Update, and Ongoing Compliance

COMPLETE

On issuance, we deliver your IEC to you with a complete onboarding brief: what the code means, how it must appear on export documentation, and — critically — the annual April–June confirmation requirement under FTP 2023 Para 2.05. Businesses that miss this annual update window face automatic deactivation. Many clients choose to continue with Spices Board RCMC or APEDA RCMC registration as their next export compliance milestone after IEC issuance.

Common Documents Required for IEC Code Registration

The exact documents required depend on your business type, legal constitution, and operational structure. Below are documents commonly required for most businesses.

PAN Card

Valid PAN card in the name of the business entity or individual applicant.

Bank Account Certificate

Cancelled cheque or banker's letter confirming account number, IFSC, and account holder name matching the IEC applicant.

Business Address Proof

Utility bill, rental agreement, or sale deed as proof of business premises.

GST Registration Certificate

Copy of GST registration where applicable — must align exactly with PAN details.

Entity Constitution Documents

Certificate of Incorporation and MoA for companies; Partnership Deed for firms; Aadhaar & PAN for proprietors.

Digital Signature Certificate

DSC may be required for certain entity types filing through the DGFT portal — confirmed during assessment.

Every business has a different document requirement.

Your exact checklist is confirmed during the first assessment call — no guesswork.

Clients Who Get IEC Registration Also Need

Most IEC holders have at least one of these parallel export obligations.

APEDA Registration

Once your IEC is active, APEDA RCMC is the natural next step for exporters of agricultural and processed food products — unlocking access to APEDA-registered export markets and financial assistance schemes.

USFDA Registration

Food businesses exporting to the United States require mandatory USFDA food facility registration and FSMA compliance in addition to their IEC. An active IEC is a prerequisite — but USFDA registration is a separate and equally critical obligation.

Spices Board Registration

Spice exporters operating from Gujarat require Spices Board RCMC alongside their IEC. Without RCMC, spice shipments cannot legally be exported, and Sample Drawn Certificates for quality compliance cannot be issued.
